While New York starts design phase with US$5.5 billion, São Paulo completes urban studies and seeks private partner
Railways are the material geometry of the future. Two metropolises of the American continent, at radically distinct stages of technical maturity, have placed Light Rail Vehicle (LRV) projects on the planning table, revealing a gulf of scale, financing, and political conviction that deserves a dense, nostalgia-free chronicle.
On one hand, New York has just nailed the start of the design phase of the Interborough Express (IBX). On the other, São Paulo has concluded its urban planning studies for the Bonde São Paulo and now navigates the delicate stage of modeling the Public-Private Partnership (PPP).
A direct comparison between the two projects is not a mere rhetorical exercise. It exposes the difference between a railway system that imposes itself as the backbone of mobility and another that still struggles not to be perceived as a vector of gentrification or a scenic ornament for the old center.
The IBX, pushed by New York State Governor Kathy Hochul, is an assault by civil engineering on the inefficiency of cross-borough travel. Leveraging an existing railroad right-of-way from the Long Island Rail Road and CSX, the project will create a 22.5-kilometer ring between Sunset Park in Brooklyn and Jackson Heights in Queens.
The operational density impresses: there will be 19 stations along a line that will operate on an exclusive right-of-way, without the hell of mixed traffic that degrades the reliability of any mode. To overcome the critical bottleneck of Middle Village, the Metropolitan Transportation Authority (MTA) has already ruled out street running and is advancing a project for a tunnel under Metropolitan Avenue, raising the quality of the corridor segregation.
The decision to dig instead of sharing the asphalt is not a luxury; it is the difference between a surface light metro and a tourist tram that gets stuck at the corner. As detailed by the New York State government in its official announcement, this alignment change reduced the total travel time from 39 to 32 minutes end-to-end.
That speed gain raised the projected daily ridership to a staggering 160,000 passengers. With an annual total estimated at 48 million boardings, New York’s light rail is already born as the largest light rail system in the United States, surpassing Los Angeles’ current record of 46 million.
To sustain this ambition, the MTA’s 2025-2029 capital plan has already secured $2.75 billion, half of the estimated total cost of $5.5 billion. The project now enters the detailing of control signaling, rolling stock specifications, communications, and heavy civil design — bridges, retaining walls, maintenance yard, and workshops.
The system will be integrated with 17 subway lines, 50 bus routes, and two Long Island Rail Road stations, forming a web of intermodal integration that is the heart of metropolitan efficiency. It is the first rapid transit line built entirely within New York City since 1937, a stitching of urban dignity for nearly 900,000 residents along the corridor and 260,000 workers.
In the Tropic of Capricorn, the Bonde São Paulo displays numbers of a different order of magnitude. With 12 kilometers of length spread over two lines, the project conceived by São Paulo Urbanismo and the Municipal Secretariat of Urbanism and Licensing (SMUL) aims to serve up to 134,000 passengers per day, connecting hubs such as Bom Retiro, Brás, and the Historic Triangle.
The promise of urban revitalization is central, targeting increased real estate occupancy in areas like Luz and stimulating tourism among cultural assets such as Sala São Paulo and the Theatro Municipal. The urban study completed in February mapped challenges of compatibility with the Urban Intervention Area of the Central Sector and impacts on air quality.
In the engineering field, the technical premises align with the state of the art: electric power with the possibility of hydrogen traction and regenerative braking to recover kinetic energy during decelerations. The planned intermodal integration is robust, with nine subway stations, five bus terminals, two CPTM stations, and the future Celeste Metro Line on the horizon.
However, financial modeling remains at square zero. The Executive Secretariat for Privatization and Partnerships is still analyzing a Request for Expression of Interest (PMI) received for a PPP, meaning implementation costs and timelines are not yet defined.
The crucial difference lies not in low-floor technology, bogie comfort, or pantograph-to-catenary efficiency, which are well-resolved universal design choices in both cases. It lies in the predictability of capital and the maturity of the decision to invest heavily in a 100% segregated right-of-way with tunnels, ensuring that the light rail’s commercial speed is immune to urban chaos.
While the IBX physically prepares to become a high-capacity surface metro with the start of construction on the tangible horizon, the Bonde São Paulo does what it can: completes studies, refines alignments, and awaits the convergence between political will and the private sector’s appetite, in the hope of not turning into just an electric tram lost on the cracked asphalt of the city center.
